Libyan citizens need a visa to enter Qatar. This is a firm requirement. You have several options to get one. For example, you can apply for an Electronic Travel Authorization (eTA). You can also use the Hayya Visa, which is an eVisa. Another way is a standard visa from the Qatari Embassy. However, please note that visa on arrival is not an option for you.
Electronic Travel Authorization (eTA)
The eTA is a simple option for some Libyan citizens. You can get one if you hold a valid visa from specific countries. These countries are the US, UK, Canada, and Australia. In addition, visas from Schengen nations and New Zealand also work. This process is much simpler. However, Qatari immigration makes the final decision on your entry.
Who Can Apply for an eTA?
To be eligible, you need a current visa from one of the listed nations. You also need a Libyan passport. It must be valid for at least three months after you arrive in Qatar.
Documents Needed for an eTA
- your valid passport (with 3+ months validity),
- a copy of your visa from an approved country,
- your confirmed round-trip flight tickets,
- proof of your booked accommodation in Qatar.
How to Apply for an eTA
You must apply online. Visit the official Qatar eTA website. There, you will fill out the application form. You need to upload your documents. A fee of $32.50 is required, and it is non-refundable. Once approved, you will get your eTA by email.
Hayya Visa (eVisa)
The Hayya platform is Qatar’s official online visa system. It offers different visa types for Libyan travelers. The type depends on your reason for visiting. Applying is done online. You submit documents and get an electronic visa.
Hayya Visa Types
- Hayya A1 Visa: This is the standard tourist visa. It allows a 30-day stay. You can extend it for another month.
- Hayya A2 Visa: This is for GCC residents. You must have a valid residence permit from a GCC country.
- Hayya A3 Visa: For travelers with a residence permit from certain approved countries.
General Requirements for a Hayya Visa
- a passport valid for at least six months,
- a recent passport-sized photo,
- your confirmed flight ticket information,
- proof of accommodation. Sometimes a Discover Qatar booking is needed,
- other documents may be needed. For example, A2 requires a GCC permit.
How to Apply for a Hayya Visa
First, create an account on the Hayya platform. Then choose your visa type. Complete the online form carefully. Upload all required documents. Finally, pay the visa fee. Your approved eVisa will be sent to you electronically.
Traditional Visa from the Embassy
You need a traditional visa for certain stays. For example, for work, study, or living in Qatar. You must apply in person for these visas. This is done at the Qatari Embassy in Tripoli. The process requires submitting documents there. You may also need to attend an interview.

- a valid passport with 6+ months validity,
- the official visa application form,
- recent passport-sized photographs,
- other key documents. For instance, a job contract or a university letter.

Visa on Arrival for Libyan Citizens
Please remember this important point. Visa on arrival is not available for Libyan citizens. You must have a visa before you fly. Get one through the eTA, Hayya, or the embassy.
